Activity 1: Overview of existing documents

Activity 2: Elaboration of methodological guidelines for the municipalities to prepare municipal and regional waste management programs as follows:

 

1. Drafting methodological guidelines for the municipalities to prepare municipal waste management programs

2. Drafting methodological guidelines for the municipalities to prepare regional waste management programs

3. Elaboration/preparation of additional materials, including:

 

• information regarding the experience of other countries with issues, relating to the elaboration, monitoring, reporting and assessment of waste management programs;

• methodology for monitoring and assessment of the implementation of the waste management programs (i.e. the format, which is to be followed when presenting reports to the municipal councils), alongside the necessary forms, which provide support to the local administrations;

• guidelines for (comprehensive and accessible) information provision to the public within the frameworks of the waste management programs and formulation of an approach for working with the non-governmental sector in the process of consultation during the elaboration and approval of the programs (incl. announcement, presentation, discussion, summarization of the formulated recommendations and opinions, information provision to the public /via Internet or local media/, popularization of the activities, embed in the programs’ Action Plans by focusing on prevention, separate collection and recycling of waste);

• drafting and Agreement between the municipalities in the region for waste management aimed at achieving efficient management of the waste-related activities in compliance with the requirements set forth by the legislation in the field of waste management;

• drafting and Agreement between the municipalities in the region for waste management aimed at meeting the goals for recycling of household waste and goals for diverting biodegradable wastes from the landfills as well as for the implementation of the measures for prevention of waste generation;

• guidelines for issuing of municipal ordinances for waste management and a sample texts for the non-mandatory passages in the ordinance;

• sample contract between the municipalities and the organizations for utilization of widespread waste as well as guidelines for monitoring and assessment of the implementation of the contracts;

• text of a contract between the municipalities and the operators of installation for waste treatment (separating installations, composting installations, landfills for non-hazardous waste, sites for separate waste collection, installation for thermal treatment of waste and others) as well as guideline for monitoring and assessment of the implementation of the contracts.
