Improvement of the municipal capacity for elaboration of waste management programs

Main project activities:
Review of existing documents;
Elaboration of methodological guidelines for the municipalities, focusing on the elaboration of municipal and regional programs for waste management as follows:
1. Drafting Methodological guidelines for the municipalities, focusing on the elaboration of municipal waste management programs
2. Drafting Methodological guidelines for the municipalities, focusing on the elaboration of regional waste management programs
3. Preparation of additional materials, including:
o information regarding the experience of other European countries with issues relating to the elaboration, monitoring, reporting and assessment of the waste management programs;o methodology for monitoring and assessment of the implementation of the waste management programs (the format, following which the report is to be presented in front of municipal councils), with the necessary forms, which would support local administrations;o guidelines for provision of information to the general public (in a comprehensive fashion) in the waste management programs and a description of the approach for working with the non-governmental sector in the process of consultations during their elaboration and approval (presentations, discussion, summarization of recommendations and opinions, information provision to the public /internet, local media/, popularization of the activities, embed in the Action Plan, focusing on prevention of waste generation, separate collection and recycling of waste);o drafting an Agreement between the municipalities in the waste management region for effective management of the waste-related activities in compliance with the legislation in the waste management sector;o drafting an Agreement between the municipalities in the waste management region for meeting the goals for recycling of household waste and for diverting biodegradable waste from the landfills as well as for the purposes of implementing the measures for prevention of waste generation;o guidelines for preparation of municipal ordinance for waste management and a sample model of the non-mandatory texts of the ordinance;o sample text of a contract between the municipalities and the organization for recovery of widespread waste as well as a guideline for monitoring and assessment of the execution of the contract;o Preparation of the text of the contract between the municipalities and the operators of waste treatment installations (separating installations, composting installations, landfills for non-hazardous waste, sites for separately collected waste, installations for thermal treatment of waste and others) as well as guidelines for monitoring and assessment of the execution of the contracts.
