Determining the flood risk management priorities and objectives for the Black Sea River Basin

The determination of the flood risk management priorities and objectives for the Black Sea River Basin is conducted within the framework of project №DIR-51211229-1-171 “Elaboration of Flood Risk Management Plans”, financed by Operational Program “Environment 2007-2013”
Period of implementation: 23.06.2015-23.08.2015
Contracting authority: Black Sea River Basin Directorate

Main project activities:

1. Activity 1 „Analysis of the state of the water catchments, which characterize each ASPFR”:

1.1. Analysis of the available information from the FRMP, the designated ASPFR and the maps of the areas with flood hazards and the maps of the areas at risk of floods. Identification of the information gaps and collection of additional information.
1.2. Description and analysis of the state of the water catchments, which characterize each of the ASPFR in the Black Sea River Basin, including: assessment of the state and effectiveness of the existing protective installations; assessment of the availability of action plans for emergencies (at the district, municipal and other levels); assessment of the availability of plans for action before, during and after floods; assessment of the availability of sites for water monitoring (regarding the sufficiency and accuracy of the information) and others in compliance with the “Guidelines for implementation of the catalog of measures”. Identification and mapping of areas with acceptable level of risk, for which no measures are planned.

2.    Activity 2 “Determining the FRM priorities and objectives for meeting them in each ASPFR within the Black Sea River Basin”

2.1. Identification of the main problems in each ASPFR and their link with the national priorities.
2.2. Determining common objectives for meeting the national priorities and identifying specific objectives for overcoming the identified problems of each ASPFR.
2.3. Assessment of the possible conflicts and synergic effects from the fulfillment of the identified objectives (in relation to the achievement of the objectives of the FWD 2000/60/EU, the related Directives and climate change). Formulating recommendations for specific FRM objective for each ASPFR.

3.    Activity 3 “Drafting the flood risk management priorities and objectives for the Black Sea River Basin”

3.1. Summarizing and presentation of the results from Activities 1 and 2 in the form of a single document entitled “Priorities and objectives for flood risk management in the Black Sear River Basin”;
3.2. Submission of all electronic files, creates or edited in the process of implementation.
